The premise here is the usual trope of two heroes fighting one another... but, in this case, it makes rather more sense than it often does, and they're not really fighting so much as racing one another, and arguing along the way. The focus is mainly on Kid Flash, how he fits into the universe and how he contrasts with Barry, as he struggles to do something that's probably not a very good idea and Barry tries to stop him. It's all high stakes drama with hypertime and altered histories, and both the Titans and Justice League thrown into the mix, and it works surprisingly well. Quite where it's all going is less clear, but this is a fun step along the way.
