When Major Jason Richter, along with Task Force TALON, sets up Operation Rampart in Southern California, the aim is to crush the unrest. But their presence is controversial and events suddenly spiral out of control. Meanwhile, drug and people smuggler Ernesto Fuerza, now reinvented as a Mexican freedom fighter, plans to cause maximum mayhem. His declaration - that the historic treaty giving the Northernmost Mexican states to the US is illegal - hides a plot to flood the US with drugs. Then, when Task Force TALON uncovers Fuerza's real intention, Richter and his team are coaxed across the border into Mexico. The tension between the two countries explodes, and all-out guerrilla warfare threatens to destroy the very fabric of the USA.
