This is quite a decent story, bringing together a number of the more investigative of DC's character lineup to investigate a mysterious villain who has somehow destroyed or subverted all of the world's extranormal intelligence agencies (the DEO, Task Force X, ARGUS, and so on). The opening segment, with Superman, is particularly good, and Lois Lane being central to much of the plot also worked well. From then on, we get some stylish, gritty-looking art and a story that largely focuses on various attempts to determine the villain's identity and the red herrings he's throwing about to mask it. The weakness comes in the big reveal when we discover that the villain is actually some bit-part character you've probably never heard of. Which makes you wonder why he bothered disguising himself.
