A skeleton has been found along the river. As the police try to determine who it is, they must adjust also to the new detective sent to run the investigation. The rank and file are not sure why Inspector Mercer seems to be thinking about three separate things at once, including why two of the three local garages went out of business suddenly a few years earlier.
