The final volume of the trilogy (well, the final third of the original fifteen issues) is stronger than the middle segment although, inevitably, the action elements dominate over the social commentary. The latter is not ignored, however, especially as we see what has driven the main villain to hold the beliefs she does. In fact, there are plenty of flashbacks in this, explaining how we got to where we are and how much further the villains' plans go than the ban on interspecies sex. It's perhaps not quite as good as the first volume, now that the worldbuilding is out of the way, but it's a dramatic - and often bloody - climax. The ending is perhaps a little too neat, with the implication that plenty has happened offscreen, although it does acknowledge that some things are just a bit too big to change overnight, even if we might cheer for the good guys.
I honestly wasn't expecting this to be the last volume and I feel a little confused as to how things went down. I think I need to re-read the series, but considering how much I liked reading and how beautiful the art is I am not at all sad about this.
